Write the announcement once. Members who read email get an email. Members who carry a phone get a text. Households with neither get a recorded phone call.

Send to everyone, or to a smaller group: the Sunday School teachers, next month's cleaning families, the people signed up for the meal, or one member. Groups come from the records you already keep. There's no separate mailing list to maintain.
Members choose how they hear from the church
Each member sets how they want to be reached. Opt-in and opt-out are handled the way the phone and email rules require. You write the announcement; the program sends it the right way to each person.
